Hindustan Urvarak & Rasayan Limited (HURL) is a Joint Venture Company of Public Sector Undertakings (PSUs) namely, National Thermal Power Corporation Ltd (NTPC), Indian Oil Corporation Ltd (IOCL), Coal India Ltd (CIL), where plaint is going to address the India increasing urea production of 360 lakh metric tonnes of urea. The plant is expected to provide supply of urea to the farmers in the state of Jharkhand as well as West Bengal, Odisha, Chhattisgarh, Madhya Pradesh and Bihar.

Availability of Urea and Steps Taken by the Government
The Minister of State for Planning (IC) and Chemicals & Fertilizers, Shri Rao Inderjit Singh, addressed concerns regarding the shortage of urea in the country during a session in the Rajya Sabha. He affirmed that there is no shortage of urea in any part of the nation. The Minister provided detailed state-wise data on the requirement, availability, and sales of urea for the year 2017-18. It was evident from the figures presented that the availability of urea exceeded the sales, indicating no shortage in supply.
Government Measures to Address Fertilizer Needs
Shri Singh outlined the steps taken by the government to ensure the availability of fertilizers and alleviate the hardships faced by farmers. Before the commencement of each cropping season, the Department of Agriculture, Cooperation and Farmers Welfare (DAC&FW) assesses the fertilizer requirement in consultation with all state governments. Based on this assessment, month-wise requirements are projected.
Monitoring and Allocation
The Department of Fertilizers allocates sufficient quantities of fertilizers to states through monthly supply plans. The availability and movement of fertilizers are continuously monitored through the integrated Fertilizer Monitoring System (iFMS). State governments are advised to coordinate with manufacturers and importers for timely supplies.
Coordination and Import
Regular video conferences are held with state agriculture officials to address any issues and ensure timely dispatch of fertilizers. The government also bridges the gap between demand and production through imports, finalized well in advance to guarantee timely availability.
